It's called an article (The,an, a). Adjectives may work but not always.
For example:
The Road Is Wet.
The noun went 1st before the adjective. This can be rearranged into the following statement:
The Wet Road.
For Both statements, The Article comes 1st before the noun.
(Ps. Articles can never be used without a noun, which is why you will never see The or A or An just standing on its own, without a noun following it.)
