The agency that publishes food code is the FDA (Food and Drug Administration) The FDA Food Code and the USDA (U.S Department of Agriculture) and CDC (the Center for Disease Control and prevention) are responsible for inspecting the foodservice operations that cross the state borders. 
The FDA also publishes the Food Code which assists food control jurisdictions by providing scientific technology and legal basis for regulation.
