You flip the denominator and the numerator to make the 3^-2 positive. 

3^2/1= 3^2= 9 

1/2^-3 

2^3/1= 2^3= 8 

I can already tell you that the negative exponents are not going to be as high in value. 

3^-2= 1/3^2= 1/9
2^-3= 1/2^3= 1/8

1/3^-2 (the first option) <=== the highest in value
