When we write fraction as decimal we place decimal according to number of zeros in the denominator.

As \frac{45}{100}=0.45

According to place value system,

Ones   |    Tenths        Hundredths

As first digit to the right of decimal point is basically tenths place and second digit to the right of decimal point is basically hundredths place.

So, When we write \frac{45}{100} in decimal form i.e. 0.45 then 4 in the tenths place and a 5 in the hundredths place.
