It is false. The transcription in eukaryotes is affected by regulatory proteins that sticks to certain DNA arrangements that are sometimes found thousands of pairs away from the promoter. The regulatory arrangements can be found downstream, upstream, or even inside the segment of the converted DNA. A few regulatory arrangements probably exist for a given gene. It is interesting that the transcriptional activators and repressors operates by sticking to DNA at far areas from the promoter. The folding of DNA enables the approximation of remote areas of the double helix to assist in the positioning of the activator protein, affixed to the enhancer, near the initiation system and the promoter.
