This is an unusual question.  Not clear what you're looking for here. 

I'd suggest that "14 quarter inches" be simplified as follows:

14 quarter inches        1 inch
------------------------- * ----------------------- = 14/4 inches = 3/2 inches = 3.5 inches
              1                  4 quarter inches
