Countries currently using a command economy include Belarus, Cuba, and North Korea. Communist countries like China and Russia also had command economies but are moving to mixed economies allowing more supply and demand choices. But these countries are still using 5 year government plans to steer their economies.

During the war European colonial countries were sucked dry economically to a point were they were all on the verge of collapsing as countries. After the war they were all in ruins and needed all the funds to rebuild themselves in every aspect. This caused the European colonial countries to grant independence to many of their colonies because they were not able to keep them under control anymore, be it financially or with the military.
