So I would agree with Stephanie that it was a way of expressing themselves. In doing so, the founding fathers expressed their love for their dream of what America could become. It was their way of saying, "We're going at this together,and we do not care who is against us." In building this initial trust they were able to most successfully accomplish their objective. I see a great deal in common between how the declaration took off and in successful modern internet start-ups, as successful technology is invented and evangelized. The founding fathers built positive momentum and trust within themselves, when each signed his name, and also in each other.
It is an all hazard plan that describes processes the federal government initiates in order to coordinate efforts from various departments to save lives, protect properties and environment while at the same time meeting the basic human needs during an emergency, local or national hazard.
