we know that

so

by proportion find the \frac{140}{3}\%

\frac{28}{100}= \frac{x}{(140/3)} \\\\100*x=28*(140/3) \\ \\x=\frac{28}{100} \frac{140}{3} \\ \\x=13.0666

Convert to a mixed number

13.0666..=13+0.066..=13+\frac{2}{30}=13\frac{2}{30}=13\frac{1}{15}
