1. The war should never happened in the first place because Bush had no concrete evidence on whether the Iraqi government possesed weapons of mass destruction
2. Bush administration should've understood the blowback of the war expenses towards United States' economy
There was a general fear that the European powers, especially Spain, would try and retake some of their territory in the Western hemisphere.
As a result, the Monroe Doctrine stated that the United States would not tolerate European meddling in the Western Hemisphere.
