m=\frac{y_2-y_1}{x_2-x_1}

m=\frac{-3}{-5 \frac{1}{2}}

m=\frac{-3}{- \frac{11}{2}}

m=\frac{-3*2}{-11}

m=\frac{6}{11}

m=0.545454545455

Hence rate of change of the given line is \frac{6}{11} which is approx 0.55.
