I would say answer C.) In most cases, the conditions within schools encourage violence.
My reasoning behind thinking this is because the disciplinary actions are so ineffective now days. Such as if somebody was involved in a school fight, they'll just have a few hours of community service or something small and not discipline enough for them to change their ways. Most teachers an staff members don't react to situations like they used to ether, which makes kids not care about their actions even more because they wouldn't have to worry about somebody yelling at them or even giving them and small discipline.

This is just my thoughts on this subject. I would choose C for sure though. I hope this helps! (:
