In some sort of sense, this is true. 

If you have a problem with alcohol, and drugs I am sure you wouldn't be up to your full potential to defend yourself even if you are assaulted. There are multiple factors that play into this.  

Drugs and Alchohol play a bad role in many individual's life. For example, driving while impaired - that's an accident waiting to happen. You know it causes great risk yet you still do it. 

It's the same with cruising down the street or just simply standing. No matter where or when it's illegal to be outside in public intoxicated.  

When intoxicated by drugs, alcohol, or any related substance it would not be in your best interest to be wandering around. Both of the toxic things impair you in many ways. 

To sum this up, I say true. Avoiding drugs and alcohol will reduce the risk of injury from the sexual assault.
