Since there is more water on the inside than on the outside, the cell will lose water. So, the arrow will go outwards from the cell. The cell will lose mass as it's losing water. The situation is hypertonic because the cell is losing water to its surroundings, and will eventually shrivel (if it's an animal cell), or get plasmolyzed is it's a plant cell.
