if x is one of the numbers and 12 is the other, then x*12 = 48 or 12*x = 48

The order of multiplication doesn't matter. So it looks like it's a tossup between B and C, as they are both valid. However, if choice C says x^12 = 48, then that choice is incorrect. We aren't using any exponents here.
