F(x) = (1/9)*3^x.  Replace x by 5:  f(5) = (1/9)*3^5
Note that:
                                                           1 * 3^5
(1/9) = 1 / 3^2, so that (1/9)*3^5   = -------------- = 3^3 = 27 = f(5)
                                                          3^2
