A scientific law is a fact that has been scientifically. A theory is "mega-hypothesis" if you will that is not yet proven, but many hypotheses of other experiments have supported. :D

On the other hand, a theory is not demonstrate yet, this is the previous stage of a law. So, when a theory is made, it's because the scientist found some ''clues'' that might be true in different contexts, according with those ''clues'', he will look for experimental reproductions of the event to analysis if can be applied in a general context.

When is proved, that theory becomes a law, which is always true.
