"The perimeter P..." gives us one variable to work with.

"is" in this context almost always means "equals".

"the sum" we know we will be adding.

"twice the length l" gives us a variable and a coefficient.

"twice the width w" gives us a variable and a coefficient.

The equation for this is P=2l+2w
