The question is; how might genetically engineered organisms solve this problem? I think this may be done by making it cheaper and easier to administer vaccines. All vaccines are genetically modified in a certain way. A gene may be programmed to produce an antiviral protein in bacterial cell. Once sealed into the DNA, the bacteria is now effectively re-programmed to replicate this antiviral protein. Recombinant engineered vaccines are being extensively explored, and this may help solve the problem described above.
