The effects or ramifications of ineffective written communication in the workplace are miscommunication and misunderstandings. The message of the sender might be misunderstood and can cause conflict. This can lead to stress in the workplace and low morale. Another effect may be unmet expectations and dissatisfied clients and bosses. While the author was praising him for what he was doing in the beginning it ends with such a mocking tone it changes the way you look at the rest of the reading.

“Went to the lake.” sentence or fragment
natima [27]

This would be a "fragment" "Went to the lake' lacks detail and it's short which would make it a sentence fragment because it's a portion of a sentence. So, We all went to the lake for a swim' would make it a sentence.

Hope this helps!
