I would assume false. There are restrictions because of age and responsibility and such. Like...if someone as at school they are not likely to be in an alcohol related crash. So I'm assuming false. :)

Learner's permit is a restricted license given to a person that is learning to drive. People with this permit can't drive alone, they have to be accompanied with a 25 years old person. In some states, they can drive alone to work or to school, but not other routes.

So, that's why this statement is false, because restrictions are mandatory and not related with the alcohol events described.
