I just took the test. The correct answer is: <u>The counties had high populations and more voters that chose Gore.</u> Each county had a high population that were mostly Democratic, so Gore had a better chance for winning with the recount. Neither George nor Al won over 50% of the popular vote, so they needed Florida’s vote. Two of those counties did not complete their recounts in time, so in the end, George was the winner. Al Gore did not find this fair to stop the large county votes. So that is why this is the answer.
