Whenever you are graphing an inequality,

< or > means the line is dotted
≤ or ≥ means the line is full and complete

The equation is x ≤ 3 so the answer is either A or B


x ≤ 3 means that x is less than or equal to 3, so the part that is shaded blue is supposed to be 3 and below.
