I believe the answer is: morality
The purpose of morality is to act as some sort of guidance to perform correct behavior that all 'rational' persons should do within a social group. Morality does not necessarily regulated by law, but violating it would definitely make a member of a social group the be negatively perceived by other members.
Over a thousand years after Abraham, the Jews were living as slaves in Egypt. Their leader was a prophet called Moses. Moses led the Jews out of slavery in Egypt and led them to the Holy Land that God had promised them. The escape of the Jews from Egypt is remembered by Jews every year in the festival of Passover.

Love peace and harmony among the citizens hence unity.
Respect and integrity among the leaders who represents tge citizens.
Inclusiveness ensures the reasonable and democratic participation of all classes in the state. They all feel respected and supported. As a result goodwill and tolerance goes up . Social inequality gradually declines. As asha a result national unity strength.
