Its false, the preamble doesn't describe the constitution as an agreement among the thirteen states. Preamble is a brief introductory statement that sets out guiding purpose of a document such as a constitution, and indicates the source from which the document derives its authority, meaning and the people. In addition it also describes clearly the hopes and aspiration of the people and also the ideals of a nation.
The Declaration and Constitution were drafted by a congress and a convention that met in Pennsylvania State House in Philadelphia and now known as independence Hall in 1776 and 1787 respectively. The Bill of rights was proposed by the Congress that met in Federal Hall in New York City in 1789.
Looking at history shows us what failed or succeeded such as laws and ideas. If a law could never be enforced/abided by properly, then why would we try it again? History most often times repeats itself.
