The answer is uplifting.

When answering questions like these, you have to find which answer is most correct. While encouraging could be a correct answer, it is not the most correct answer.

"God is with the just", "The chick....will eventually crow", "No matter what...It will overcome". The author is lifting up the readers so that they believe in themselves. He <em>is </em>encouraging them, but his <em>tone</em> is uplifting. The author's attitude toward the writing is uplifting, it is how he feels about the subject.

I would say the tone of these lines is encouraging.
These lines tell us that we will manage to overcome anything laid in front of us on our life path, no matter how difficult it may be. It is quite encouraging to think that because it makes us feel good and happy about our lives and think we can do anything.
