Part 1: House members must be twenty-five years of age and citizens for seven years. Senators are at least thirty years old and citizens for nine years. Another difference is who they represent. Senators represent their entire states, but members of the House represent individual districts.

Part 2: As shown by its prime spot at the beginning of the Constitution, the framers initially intended the legislative branch—which they saw as closest to the people—to be the most powerful of the three branches of government.

Aetna doesn't have a liability because they were not notified in a timely manner. Larson is agent to Aetna. A principal's notice to agent=notice to principal. That's the same as notifying Aetna according to its claims procedure. This is not Dr.Z's problem. Aetna is wrong in denying coverage, and Dr.Z will succeed and not have to pay.
