The answer is C. It was the most effective worker's union in the United States at the time, and was not as hostile as other unions, but it wasn't soft on big businesses either! It was quiet left-wing in its views, Socialist in fact. Most members were defectors from the Knights of Labor who were too militaristic for the common man to stomach.

It was met with opposition but Wilson was determined to establish such an organization to prevent another great war from happening again.  Unfortunately, many in the Senate disapprove of the proposal but Wilson still wanted this to come true.  He became ill as a result and this led to his death.

When the US government puts a tax on an imported good (aka a tariff) they are trying to protect American businesses. The US government, when it passes tariffs, believe that the increased price of foreign goods with result in citizens buying goods from American made companies, as they will be similar in price or cheaper. This strategy has been used by the United States since the early 1800's and continues to be used as a means of protecting American businesses.

However, the succeess of these types of tariffs are mixed, as this usually results in a decrease in trade and an overall increase in price for consumer goods.
