The phrase "Neuroscientists have suggested" contributes to the meaning of the passage by showing how the advice or input of scientists can shape the way in which data is understood or applied.

The word "suggested" tells us that neuroscientists are putting forward into consideration the way in which data is understood. But this is not compulsory and what they consider is not a "law", that is why they "suggest" and not "oblige". That means that they advise.
