<span>Yoweri Museveni was not the president of Uganda when the genocide first occurred. The president at that time was actually killed in a plane crash. The plane was shot down by insurgents in the eye of the genocide. Soon after, Yoweri Museveni and the Rwandan Patriotic Front (RPF) rose to power. With their rise came the acceptance of refugees from the bloodshed that occurred.</span>

Article II, Section 2 of the Constitution declares that the president "shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur." But it doesn't say anything about the power to break treaties.

There are two world leader who sided with Germany and signed a pact. The first being Benito Mussolini, leader of Italy, signing the pact of steel. This pact declare the alliance of Italy and Germany. The second being Joseph Stalin , leader of the Soviet Union, signed the Molotov–Ribbentrop Pact. This was a non agression pact that states that both Germany and The Soviet would attack and conquered Poland.
