The first historical issue was the right to vote. The 15th Amendment of the U.S. Constitution established the right to vote. No person’s vote could be taken away due to his race, color. This was an important step for the equality in the U.S.

The second historical issue was the woman rights to vote. The 19th Amendment allowed the women in the country the right to vote. This was another historical moment for human rights in America.

Another historical issue that has been used to debate the Constitution was the right to vote to youngsters. The 26th Amendment allowed young men and women the right to vote. Originally, the age to vote was 21 years-old.

If the answer can be a matter of opinion, I'd say I think it's because some countries who were 'involved' in the Axis Powers were forced to be subject to Hitler's rule. So the ones who had hearts and cared about human life, attempted to help these victimized Jews rather than deporting them to their deaths.
