Arms, perhaps? They can somewhat fit as an answer to each. That's the best I can think of. The only other things that I can think of that could 'paddle swiftly' would be things such as ping-pong paddles and such, oars and the like for water travel, and belts or other items parents would use to paddle their children. But none of those items come to mind to fulfill the 'safe place' portion.

I was thinking maybe a pool of some sorts because your feat and hands act as a paddle and some people would call it a safe place to relax, but i tried...

The phrases "just because numerous news outlets are available does not mean that Americans are interested" and "It is more likely that they are tuned into sitcoms, cartoons, and reality shows." indicate that the student is making the author's claims doubtful. He has raised a question over its validity.

The student is very clear in pointing out the flaw in author's claim.
