I believe the answer is: D. both Choice 1 and Choice 3.

The price of insurance for people with DUI charge is increased because insurance company would judge those people as 'more risky' since they are much more likely to be involved in future accidents.

The policy tend to be cancelled because most insurance company do not want to cover accidents that is caused by self negligence.

DUI or driving under the influence of alcohol/drug is the number one factors of road accidents.  It is a criminal offense.  

Alcohol affects someone driving ability. It can reduce the function of the brain, impairing thinking, vision, and muscle coordination. All these are an essential ability to drive a vehicle safely. Failure to meet any of these skills can result in a crash and injury.  

While drunk driving is an obvious danger to the drivers and others, it is also very costly in other ways. The criminal punishment for drunk driving can include driver’s license revocation or suspended for some time, fines, and jail. The fine is also extremely expensive. The DUI record will also affect insurance price and policy as the driver would be categorized as a higher risk driver. Next time you apply for car insurance they maybe will increase your insurance price.
