Well, Nazi Germany sent volunteer fighter squadrons as well as armored divisions.

While Great Britain and France issued an embargo on the two sides of the Spanish conflict.

The Soviet Union also sent small divisions to Republican Spain as well to combat the Nationalist forces of Fransisco Franco.
