Given that Tully draws 4 sticks , each one with value 10

This means that the numbers will be of the set of four tens: 4(10) = 40

Also given that less than ten circles to make a number

We assume that the circles have each value of 1 unit

For circle, Therefore the possible units are: 1, 2, 3, 4, 5, 6, 7, 8, 9
