I am quite confused with the second half of the question. The part where the second quantity has a value of 1 without any diagram. What diagram are you referring to? There must be some context in order to understand the question fully.

For example, the ratio of the work done by a person is 5 pieces per hour. That means that for every 1 unit of time, you have a corresponding value of the other quantity.
