most of the revolution ideals were coming from the north where many british troops were housed, mostly in boston. The south didn't see any threat from the british because of their lack of interaction with the north. Also, the southern states needed british troops for protection against natives in the florida region
In response to the intolerable acts, it was the "Continental Congress" that formed to address the grievances of the colonists, since this was made up of delegates and representatives from the different colonies.
