Tobacco is widely consumed worldwide, despite the fact that a set of harmful effects is known to accompany its consumption. Toba

cco is a major carcinogen and is considered the cause of a millions of cases of cancer and other fatal diseases.
A large number of American teenagers and young adults start smoking each year. Cigarettes have an adverse effect not only on those who consume them but also on people around them.

In light of the ongoing use of tobacco among teenagers, is it the duty of educational institutions to ban the consumption of tobacco within their premises? Discuss the necessity, feasibility, and implications of tobacco-free campuses, supporting your opinion with evidence.

Basically what the question is asking you is to explain whether or not it is the responsibility of educational leaders to prohibit (ban) tobacco around or near their property...it wants you to use evidence and stuff like that to support your answer...so just write whether or not you think it's their job and find evidence why or why not to help support it
