Yo in my opinion the best answer is D, radio announcement. The biggest problem was that they had to get supplies from the United States and since they had to go on ships over the Atlantic ocean, they were easy targets for submarines and other ships that would want to destroy them. This was a big problem since much of the cargo was destroyed before it even reached the coasts of Europe.
