He made them a military power, but during decline, the Bourbon monarchy was restored and made France feel miserable till he returned from his exile.Then For Europe, he started the Napoleonic Wars and America was also effected by the Napoleonic Wars because the British needed people to fight for them and would kidnap American sailors to help them fight in the His Majesty's Navy. If Napoleon wouldn't have come on the scene, the British wouldnt need more soldiers for help, which then would have not had the War of 1812 in American history. So Ina way Napoleon was one of the causes of the War of 1812.
