The Constitution powers are expressly ennumerated, but the "necessary and proper cause" gives elasticity to the Constitution. This view was particularlty defended by Alexander Hamilton. The explanation is that the government has implied rights to use means adequate to its object, but that it is impossible to define all possible means that can be used by it.
