Herbert hoover believed that citizens should do what they wanted with little restraint. This led the American into the great depression and caused the stock market to crash. Franklin D. Roosevelt believed that citizens needed guidance and came up with many new laws to help and protect citizens of america and bring USA out of the Great Depression.<span />
