It was necessary because they needed to convince the States that the time had come for the United Colonies to split and declare independence from England.

Every government has to have their own responsibility. You can't have two governments branches doing all the work while one sits back and just watches. It is the governments responsibility to keep this nation safe and secure, that means everybody must do their part.
