the second paragraph talks about how public transport isn't it a valid option for people who travel out of cities to in small towns, they speak how they need energy efficient cars to reduce the production of pollution and gas

The rest of the options are incorrect since the phrasal verb "To stand up" is on both sentences.

To my mind, the answer ( B ) is the inappropriate  sentence. In a formal writing  informal tone must be avoided as well as colloquial expressions.
