Inherent powers arise from national sovereignty. Each country exercises them in accordance with its Constitution.

In the USA, the President exercises these powers based on the provisions of the Constitution, which states that "the Executive Power shall be vested in a President" and that he must "take care that the laws be faithfully executed.
