<span>The Civil Defense Program made Americans feel safer. Americans already understood the danger and the threat of nuclear weapons. In the same way modern America has security theater (for example, the TSA has a low success rate in stopping weapons from getting on planes but they make us feel safe), the Civil Defense Program was security theater. The illusion we could survive nuclear war made us feel safe.</span>
