Answer

Precincts

Explanation

A Precincts  is an area within  a perceived boundary of a particular place. These areas are marked  or determined through considerations which are geographical and natural while others are marked by the man made features. Natural boundaries  includes the rivers while the man made include roads. Precincts are important because leaders of those areas are able to know people and the issues that are important to them. The precincts are headed by the precinct delegates who serve as the intermediary between the the people and the central government.
