In the States the answer is an IRB.

The Institutional Review Board (IRB) is an administrative body established to protect the rights and welfare of human research subjects recruited to participate in research activities conducted under the protection of the institution with which it is affiliated.

In the UK the answer is an Ethics Committee. They serve the same purpose as an IRB.
