I believe the answer is: he opposed the idea if a fixed value for gold while supporting the concept of a currency based on two metals

Jennings believed that by focusing the majority of the value on gold, only the wealthy able to obtain the most financial value in society (since gold is very hard to obtain and only the wealthy had the resources to obtain it). Implementing bimetallism would solve this issue.
