You can find two points on the line:

(-6,1) and (2,4)


now you can find the slope :
\frac{4 - 1}{2 - ( - 6)}  =  \frac{3}{8}
so we have the slope and we need to find the exact y intercept.
4 =   \frac{3}{8}  \times 2 + b \\ 4 =  \frac{6}{8}  + b
4 -  \frac{3}{8}  = b \\  \frac{13}{4} = b
the y intercept is 1
